In my humble opinion, I think it is a form of primary prevention because the lesions that are identified are pre-malignant conditions (intraepithelial neoplasia), treatment of which prevents progression to frank carcinoma.

I think it is secondary; think of it like this; all vaccinations are considered primary prevention to prevent you from contracting the illness. Now Cervical screening is SCREENING; that means looking for something that is possibly already there and prevent it from getting worse. HPV-vaccination for the young, sexually not yet active girls, THAT is primary prevention....
