I interpreted it as active management done whenever slow progress detected when labour crosses action line ( mainly in primi) done with arm and pitocin. if this action taken at 4 hrs past alert line likelihood of cs reduced. and of course role of pitocin contraversial as it helps in dilatation but whether it realy improves outcome is contraversial.
