Thanks - this is an old question which had not been updated. It has now been updated. The notes have the updated version of the scoring system.
With respect to age, the scoring is less than 40 years (which is /= 40 years (which is > 39 years). It is just a matter of where you want to place the (=) sign.

Scoring system is less than 40 years (which is 39 years or less) or greater than or equal to 40 years (which is greater than 39 years).
