True

PCOS needs 2 out of three criterias and USS appearence of PCO ( more than 12 peripheral follicles of less than 10 mm size and / or ovarian volume of 10 cubic cm) is one of the criteria. The other two being Oligo / anovulation and clinical and/or bichemical evidence of hyperandrogenism.

So the answer should be false because the patient may have no ultrasound findings of enlarged ovaries and increased follicles but have the other 2 criteria Rotterdam criteria like hyperandrogenism and oligo anovulation.

Just my 2 cents.
